By virtue of the uncharacteristic positioning and associated unsympathetic alterations and visual clutter, the proposed terrace area at No. 24 would cause less than substantial harm to the listed building, without providing sufficient public benefit to outweigh the harm. As such, the proposed development is contrary to CL4 of the Local Plan.

Pre-application advice was sought and provided, and improvements recommended during assessment of the application. Unfortunately this advice was not adhered to. Nevertheless, the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
