Conditions and reasons:

Prior approval under Class A of Part 16 Schedule 2 of the Town & Country Planning (General Permitted Development) Order 2015 (as amended) is required and hereby withheld. The harm identified has been weighed against the advice in the NPPF promoting the growth of new and existing communications infrastructure, and the fact that the kiosk allows wheelchair users access, however, these factors, or any other matter, are not sufficient to outweigh the harm to the character and appearance of the area due to its size, intrinsic design and that it would add to existing street clutter. The proposal, therefore, conflicts with the aims of policies CL1, CL3, CL6, CR4, CR6 and CV1 of the Consolidated Local Plan, and with the standards of the Transport and Streets SPD.

To assist applicants in finding solutions to problems arising in relation to their development proposals the Local Planning Authority has produced planning policies, and provided written guidance, all of which are available on the Council's website, and offers a pre-application advice service. Pre-application advice was sought and provided, and improvements recommended during assessment of the application. Unfortunately this advice was not adhered to. Nevertheless, the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of a new planning application.
