Prior approval under Class A of Part 16 Schedule 2 of the Town & Country Planning (General Permitted Development) Order 2015 (as amended) is required and hereby withheld. The harm identified has been weighed against the advice in the NPPF promoting the growth of new and existing communications infrastructure, and the fact that the kiosk allows wheelchair users access, however, these factors, or any other matter, are not sufficient to outweigh the harm to the character and appearance of the area due to its size, intrinsic design, that it would add to existing street clutter and that it would reduce the available clear footway below an acceptable level. The proposal, therefore, conflicts with the aims of policies CL1, CL3, CL11, CL6, CR4 and CR6 of the Consolidated Local Plan, and with the standards of the Transport and Streets SPD.

It was concluded that there was no significant impact upon the amenities of adjoining occupiers that could justify a refusal in this case.
