The proposed incorporation of the front vaults within the living accommodation of the main building would result in an unacceptable loss of fabric and inappropriate use of the vaults as part of the main building, which would cause less than substantial harm to the listed building without providing public benefit to outweigh that harm. The application fails to demonstrate that the proposals would preserve the special architectural or historic interest of the listed building contrary to the NPPF and development plan policy, in particular Consolidated Local Plan policy CL4.
