By virtue of its location and design the proposed basement flat would not make an acceptable contribution to the Borough's housing stock in terms of daylight, sunlight, noise, privacy and aspect. As such the proposal would conflict with Consolidated Local Plan policy CL5 as well as London Plan policy 3.5 and the recommendations of the Housing SPG.
