The proposed additional storeys would fail to maximise the potential of this residential block to add to the housing stock, in providing no new dwellings and precluding the potential addition of 3 dwellings under extant planning permission PP/16/07772. In not ensuring that more homes are delivered, the proposed development is contrary to the aims and policies of the development plan, in particular policy GG4 (A) of the London Plan (Draft December 2017).

A pre-application advice service is also offered. In this case the proposal does not comply with guidance and policies. No pre-application discussions were entered into, but the Council is ready to enter into discussions with the applicants through the advice service to assist in the preparation of any new planning application.
