The railings proposed to enclose the rear flat roof of the outrigger would create a prominent terrace space of a position that would be likely to give rise to an unacceptable increase in overlooking, noise, and disturbance, which would harm the living conditions enjoyed by occupants of the neighbouring properties contrary to policies of the development plan, in particular policy CL5 of the Consolidated Local Plan.
