The proposed internal alterations would further reduce the historic plan form of the building, and the unsympathetic alterations to the front elevation would result in less than substantial harm to features of special architectural or historic interest in the elevation and fail to preserve or enhance the character or appearance of the 'Holland Park' Conservation Area; contrary to chapter 12 of the National Planning Policy Framework and contrary to policies of the Consolidated Local Plan in particular CL1, CL3, CL4 and CL6.
