Conditions and reasons:

1)

The proposed use of the main roof as a terrace would harm the living conditions of neighbouring occupiers in terms of privacy and noise. As such the proposal would conflict with Council policy, in particular Consolidated Local Plan policy CL5.

2)

The proposal fails to demonstrate that the proposed 2m. high opaque glass or perspex screen would not harm the living conditions of neighbouring occupiers due to an increase in the sense of enclosure. As such the proposal would conflict with Council policy, in particular Consolidated Local Plan policy CL5.

3)

The proposal fails to demonstrate that the 2m. high proposed opaque glass or perspex screen situated behind metal railings would not harm the character and appearance of the conservation area and the appearance of the individual building. As such the proposal would conflict with Council policy, in particular Consolidated Local Plan policies CL1, CL2, CL3, CL6, CL8 and CL11, and the recommendations of the Avondale Conservation Area Appraisal.
