Conditions and reasons:

The loss of this residential unit through the amalgamation of the two dwellings would reduce the supply and choice of housing available within the Borough and would fail to contribute towards meeting housing targets, and fail to address housing needs for the Borough and London as a whole, in not ensuring a net increase in residential accommodation. Therefore, the proposal would conflict with London Plan policy 3.14, Consolidated Local Plan policies CH1, CH2 and CH3 and the advice presented in the Mayor's Housing SPG 2016.

The proposed amalgamation would harmfully impact the listed building as there would be a harmful impact on the original circulation spaces of the houses, the original plan form and the loss of historic fabric. The proposals are not in accordance with policy CL4 of the Consolidated Local Plan.
