Conditions and reasons:

The proposed alterations to the front of the building, would disrupt the existing balanced composition of the building and the group properties of which it forms part, would be architecturally inappropriate, and would harm the character and appearance of the front facade. To the rear, the proposed false mansard design would appear contrived and would harm the appearance of the rear of the building. The resultant building, by reason of the increased scale and inappropriate roof extension, would appear as an overly prominent feature within the conservation area, would fail to preserve the character or appearance of the conservation area, and would be contrary to policies CL1, CL2, CL3, CL6, CL8, CL9 and CL11 and the statutory tests.
