The proposed replacement buildings, because of the increase in height caused by the proposed pitched roofs, would result in a harmful sense of enclosure to the properties to the rear at 4, 5 and 6 Chelsea Embankment, and would, therefore, not ensure good living conditions for the occupiers of the neighbouring properties. As such, the proposal would fail to comply with the Council's development plan, in particular policy CL5 of the Consolidated Local Plan.
