The proposed loft extension by reason of its siting and detailed design featuring a wide front dormer and bi-folding doors, would be visually obtrusive and would draw undue attention to the unimpaired roofline of properties nos.1-3 Norburn Street. The proposal would fail to preserve the character or appearance of the conservation area, contrary to the statutory requirement for a conservation area and the Development Plan, in particular policies CL1, CL2, CL3, CL8 and CL11.
