The application fails to demonstrate (through the absence of a flood risk assessment) that the development would mitigate the effects of, and adapt to, the impact of surface water flooding within the North Kensington Critical Drainage area, contrary to the Council's policies in particular Consolidated Local Plan policy CE2, adopted July 2015.
