By virtue of its location, design, materials and use the proposal would harm the character and appearance of the conservation area and the appearance of the individual building, as well as harming the setting of the listed building. You are advised that this application was determined by the Local Planning authority with regard to Development Plan policies including relevant policies contained within the London Plan 2015 (Consolidated with Alterations since 2011); the Consolidated Local Plan 2015 and the 'Saved' policies of the Unitary Development Plan adopted 25 May 2002.

The applicants are advised that for reasons of fire safety a planning application should be made for the installation of horizontal black painted safety railings to the rear roof boundary, to match those existing at 30 Palace Gardens Terrace.

A pre-application advice service is also offered. In this case the proposal does not comply with guidance and policies.
