Conditions and reasons:

1)

By virtue of its location, design, materials and use the proposal would harm the character and appearance of the conservation area and the appearance of the individual building, as well as harming the setting of the listed building. As such the proposal would conflict with development plan policy in particular Consolidated Local Plan policies CL1, CL2, CL3, CL4, CL6, CL8 and CL11 as well as the recommendations of the Kensington Palace Conservation Area Proposals Statement.

2)

The proposal fails to demonstrate that the 3 air conditioning units installed at main roof level would preserve the living conditions of neighbouring occupiers in terms of noise and vibration. As such, the proposal would conflict with development plan policies in particular Consolidated Local Plan policies CL5 and CE6.

3)

By virtue of the unauthorised erection of plant at main roof level the proposal would harm the living conditions of neighbouring occupiers in terms of noise and vibration and would conflict with Consolidated Local Plan policies CL5 and CE6.
