The loss of the 2 x bedroom lower ground floor level flat through amalgamation of the two dwellings would reduce the supply and choice of housing available within the Borough and would fail to contribute to meeting housing targets and housing needs for the Borough and London as a whole by ensuring a net increase in residential accommodation. Therefore, the proposal would conflict with London Plan policy 3.14, Consolidated Local Plan policies CH1 and CH2 and the advice presented in the Mayors SPD 2016.
