The increase in height of the outriggers eaves, party wall and roof create an overly dominant and heavy roof form that unbalances the appearance of the property and disrupts the composition of the terrace. The development causes harm to the appearance of the property and fails to preserve or enhance the character or appearance of the terrace and this part of the Oxford Gardens Conservation Area, contrary to the policies of the development plan in particular Consolidated Local Plan policies CL1, CL2, CL3, CL8, CL11, adopted July 2015, and policy C2 of the St Quintin and Woodlands Neighbourhood Plan.

The proposed dormer extension, by reason of its uncharacteristic size and design, would dominate the rear roof slope forming an incongruous addition, and disrupt the general rhythm of rear roof dormers within the group. The proposal would fail to preserve the character and appearance of the property, the group and this part of the Oxford Gardens Conservation Area, contrary to the policies of the development plan in particular Consolidated Local Plan policies CL1, CL2, CL3, CL8, CL11, adopted July 2015, and policy 2a of the St Quintin and Woodlands Neighbourhood Plan.
