The proposed security shutters would cause harm to the appearance of the building and the terrace. They would fail to preserve the character or appearance or the conservation area. The security shutters would create an oppressive environment and give the building a 'fortress like' appearance, which would be out of context within this residential location. The development is contrary to policies CL1, CL2, CL3, CL6 and CL11 of the Consolidated Local Plan, and the provisions of the Holland Park Conservation Area Appraisal and Designing Out Crime SPD.
