Conditions and reasons:

1)

The loss of the lower ground floor level ancillary retail storage floorspace would compromise the long term viability of this A1 retail premises therefore threatening the success and vitality of the Talbot Road Neighbourhood Centre. The development is therefore contrary to policy CF3 of the Local Plan.

2)

By virtue of its location and design the proposed basement level flat would fail to make an acceptable contribution to the Borough's housing stock in terms of daylight, sunlight and aspect. As such the proposal would conflict with Consolidated Local Plan policy CL5 as well as London Plan policy 3.5 and the recommendations of the Housing SPG.
