Conditions and reasons:

1)

The proposed basement extension would cover an area greater than 50% of the open rear part of the site, which would fail to preserve the character and appearance of the conservation area and have an acceptable impact on neighbouring living conditions. The proposal would be contrary to the Development Plan, in particular Local Plan Policy CL7 and guidance contained within the Basements SPD.

The Construction Method Statement submitted with the application fails to demonstrate that the proposed basement would not cause harm to the structural stability of the building and neighbouring properties, contrary to the Development Plan, in particular Local Plan policy CL7 and guidance contained within the BasementsSPD.

3)

In the absence of a Noise, Dust and Vibration Statement, the application fails to demonstrate that the the impacts of the excavation and construction works for the basement would be kept to acceptable levels and would not cause harm the living conditions of neighbouring occupiers, contrary to the Development Plan, in particular Local Plan policies CL7 and CE6 and guidance in the Basements SPD.

4)

In the absence of a satisfactory Construction Traffic Management Plan the application fails to demonstrate that the proposed basement would not result in unacceptable harm to pedestrian, cycle, vehicular and road safety, contrary to the Development Plan, in particular Local Plan policies CL7 and CT1 and guidance contained within the Basements and Transport and Streets SPDs.
