Royal Borough of Kensington and Chelsea: Registrars Ceremonies Survey

Section 1: Introduction

Thank you for taking part in our Registrars Ceremonies Survey. The Registration Service at Kensington and Chelsea is taking steps to improve and develop its offer, with a particular focus on ceremonies. We aim to expand our offer in order to increase customer choice and satisfaction. Part of this work also consists of reviewing our fees, to ensure our costs are appropriate and reflect the level of service expected from those choosing to celebrate their marriage, civil partnership or other important events with us/in our borough. We want to ensure we can continue to provide a high-quality service and meet our responsibilities as a Council service, to contribute to the priorities and commitments to local residents.
We have developed this survey to understand your expectations from our Ceremony Service, and your ideas on what more we could do to make your special day even better. We also want to gauge how much our valued customers think we should be charging for our new and improved service going forward.

As part of this survey, we are offering a prize draw of a £100 discount on a future ceremony or, if you have already had your ceremony, a £100 refund. Please note, to be entered into the prize draw, we would need to collect your name, email address and contact number. You will be required to give your consent for these details to be collected as part of the prize draw. Please note, no personal information will be used to identify you in the reporting of this survey. You will only be contacted as part of any future engagement and only if you give your consent for us to do so.
Please complete this survey by no later than 23:59pm on Sunday 10th January 2021.

If you require help in translating the survey and/or language support for filling it in, please call the Registration Service general number on 0207 361 4100 between Monday to Friday - 9am to 5pm or email us at RBKCcustomerservices@rbkc.gov.uk to request assistance with this survey, and a conversation with an interpreter can be arranged.

Did you/are you planning to engage with a wedding planner or a concierge service?
When planning and budgeting for your wedding, how much did you/would you expect to pay for your ceremony only (not including reception costs)?
Depending on the budget you selected above:
What did/do you expect should be included in your ceremony? (Select all that apply)
What length of time did/do you feel was/is reasonable for your ceremony?

Section 3: Your experience of the RBKC Ceremony service

Why did you choose/are you thinking about choosing to have your ceremony with RBKC Registrars (Select all that apply):
What have you particularly liked or valued so far about RBKC’s ceremony offer and/or your experience of having chosen RBKC for your ceremony? (Select all that apply)

Section 4: Your views on a Premium RBKC Ceremony Service

We are developing our ceremony offer to increase customer choice and satisfaction, and are considering different options for creating a Premium offer; for couples wishing for a more personalised experience or for features we currently do not provide, which would make their special day even better.
Which of the following optional additional elements would you be interested in as part of an RBKC Premium wedding / civil partnership package? (Select all that apply)
Considering the options you have ticked above, how much would you pay in total for these optional elements, in addition to any standard fees?

Section 4: Your views on a Premium RBKC Ceremony Service

The Law Commission’s review of the legislation around weddings and marriage means independent celebrants may be able to conduct legally binding ceremonies in the future (An independent celebrant is someone who is trained to officiate a bespoke ceremony which is created around your personal preferences. Unlike a registrar, there is no legal limitation or restriction as to what you can include in a celebrant ceremony or on location. Celebrant ceremonies are currently not legally binding ceremonies in England and Wales, and your legal marriage or civil partnership formalities must be completed separately at a registry office. Please note that a humanist celebration is a distinct type of independent celebration). In relation to this, please answer yes or no to the below questions.
Have you considered having a ceremony with an independent celebrant, or did you consider this when planning your wedding / civil partnership?
If it was currently possible to be legally married by an independent celebrant as described above without a registrar, would you solely choose this option?
If yes, what type of ceremony were you/ would you be interested to have with a celebrant? (Select all that apply).
What would be your level of interest in an independent celebrant ceremony provided by RBKC? (Select all that apply).

Section 5: Communications

What sources did you/have you used to inform your decision making about your ceremony? (Select all that apply)
Where did you/do you typically go for information and updates on the RBKC Registration Service? (Select all that apply)
We are investigating options for how best to deliver our ceremonies in the future, and exploring the possibility of raising some of our fees and/or moving to a Council-owned private trading company model (i.e. setting up a business rather than operating as a Council service). Would you support a move from RBKC Registrars to delivering its ceremonies through a Council-owned trading company?

Section 5: Future Engagement

As part of this engagement exercise, we are hoping to run some focus groups to discuss our ceremonies in further detail with previous and/or potential new customers. We are also running a prize draw of a £100 discount on your RBKC ceremony (or £100 refund if you have already had your ceremony with RBKC).
Would you and/or your partner be interested in attending a focus group to discuss our ceremonies offer?
Would you like to be entered into our prize draw for a chance to receive a £100 discount on your RBKC Ceremony, or have £100 refunded if you have already had?
Please provide your contact details below if you have selected ‘Yes’ to at least one of the above. Please note, you will only be contacted about the option which you gave your consent to be contacted about. For example, if you selected ‘Yes’ to the focus groups and ‘No’ to the prize draw, you will only be contacted about the focus groups.
