Royal Borough of Kensington and Chelsea: Registrars Ceremonies Survey

Section 1: Introduction

Thank you for taking part in our Registrars Ceremonies Survey. The Registration Service at Kensington and Chelsea is taking steps to improve and develop its offer, with a particular focus on ceremonies. We aim to expand our offer in order to increase customer choice and satisfaction. Part of this work also consists of reviewing our fees, to ensure our costs are appropriate and reflect the level of service expected from those choosing to celebrate their marriage, civil partnership or other important events with us/in our borough. We want to ensure we can continue to provide a high-quality service and meet our responsibilities as a Council service, to contribute to the priorities and commitments to local residents.
We have developed this survey to understand your expectations from our Ceremony Service, and your ideas on what more we could do to make your special day even better. We also want to gauge how much our valued customers think we should be charging for our new and improved service going forward.

As part of this survey, we are offering a prize draw of a £100 discount on a future ceremony or, if you have already had your ceremony, a £100 refund. Please note, to be entered into the prize draw, we would need to collect your name, email address and contact number. You will be required to give your consent for these details to be collected as part of the prize draw. Please note, no personal information will be used to identify you in the reporting of this survey. You will only be contacted as part of any future engagement and only if you give your consent for us to do so.

We are developing our ceremony offer to increase customer choice and satisfaction, and are considering different options for creating a Premium offer; for couples wishing for a more personalised experience or for features we currently do not provide, which would make their special day even better.

Section 4: Your views on a Premium RBKC Ceremony Service

The Law Commission’s review of the legislation around weddings and marriage means independent celebrants may be able to conduct legally binding ceremonies in the future (An independent celebrant is someone who is trained to officiate a bespoke ceremony which is created around your personal preferences. Unlike a registrar, there is no legal limitation or restriction as to what you can include in a celebrant ceremony or on location. Celebrant ceremonies are currently not legally binding ceremonies in England and Wales, and your legal marriage or civil partnership formalities must be completed separately at a registry office. Please note that a humanist celebration is a distinct type of independent celebration). In relation to this, please answer yes or no to the below questions.

  We are investigating options for how best to deliver our ceremonies in the future, and exploring the possibility of raising some of our fees and/or moving to a Council-owned private trading company model (i.e. setting up a business rather than operating as a Council service). Section 5: Future Engagement

As part of this engagement exercise, we are hoping to run some focus groups to discuss our ceremonies in further detail with previous and/or potential new customers. We are also running a prize draw of a £100 discount on your RBKC ceremony (or £100 refund if you have already had your ceremony with RBKC).

The information you have provided to the Royal Borough of Kensington and Chelsea will only be used by the Council's Registration Services Team and Consultation and Insight Team to better understand your views on the Registrars Ceremony Service, to improve services and ensure that our services are fair. Your information will only be used for the intended purpose. Where we have asked for contact details, we will only use these details to contact you if you have given your consent for us to do so.
Where we ask you for personal information this information will only be used for the purpose indicated and will be held in a secure manner. It will not be used for any other purpose without your permission and will not be kept for longer than necessary. We will not collect any additional information about you, and we will not share your data with other Council Departments and/or any other external bodies. The Council will retain your information in accordance with our records retention schedule and it will be held securely.
