The use of motorcycles and scooters has grown by 120 per cent in the Royal Borough since 2000 and provides a valuable contribution in reducing traffic congestion.
In October 2006, prompted by recognition of this growing trend and a need to address the high levels of motorcycle theft compared to those of cars, the Council announced plans to introduce new parking measures to benefit both resident and visitor motorcyclists.
The new motorcycle measures represent a considered and systematic approach to motorcycle parking, treating motorcycles and scooters as an important means of transport, rather than something marginal to be accommodated in the gaps left between parked cars.
The scheme increases the total number of motorcycle parking spaces from approximately 1,600 to 2,600, giving every resident access to a secure parking bay within a few minutes walk of their home, and providing designated visitor motorcycle bays in convenient locations.
The scheme has been developed in response to the growing trend of motorcyclists and is designed to meet the needs of both residents and visitors of The Royal Borough.

To address residents’ concerns about security and help to reduce crime, all permit-only designated motorcycle bays are now provided with locking ground anchors.
The Council has recently contacted a number of insurance companies to inform them of the scheme and provide details of the custom-made locking facilities that will now be on offer to residents. Several insurance companies will consider offering reduced insurance premiums for motorcyclists that have access to locking facilities.
From 1 April 2008 there will be two types of resident motorcycle permit available:
Alternatively, residents may chose to continue parking their motorcycle for free in the visitor motorcycle parking bays.
RBKC will issue only one motorcycle permit per person. A discount of £14 is available on both permits where there is evidence of an approved rider training course. For approved training courses please see:

Pending the implementation of the new permit fees on 1 April, existing motorcycle permits have been upgraded to a ‘combined permit’ until their expiry date, allowing residents to take advantage of the new secure lockable bays or continue to park their motorcycles alongside cars in the resident’s parking bays.
All new permit bays have been provided with custom made locking ground anchors for added security. We hope that this will help to deter theft and provide peace of mind for residents.
To use the anchor, simply pass a chain or D lock through the steel hoop and then through the wheel of your motorcycle or scooter. The hoop can be rotated for ease of use.
The Council recognises that more and more visitors travel to the Royal Borough by motorcycle or scooter and that this trend is likely to continue.
Research indicated that the main priority for visitors was the provision of motorcycle parking facilities that are free of charge. The Royal Borough of Kensington and Chelsea is unlike many of its London counterparts in maintaining its commitment to provide free motorcycle parking for visitors.

Visitor motorcycle parking bays are generally located close to commercial areas and amenities to maximise visitor accessibility and minimise motorcycle movements near residents’ homes.
