Parking suspensions

We suspend parking places so that necessary work can be carried out by the public utilities (gas, water and electricity companies). Also, so that private companies and individuals may carry out the following works and services:

  • Large deliveries
  • Crane operations (please phone and agree the details with the Council Traffic Order Engineer on 020 7341 5256 before booking the suspension)
  • Access to sites
  • Police security
  • Removals
  • Tree surgery (for private garden squares, please contact the Senior Customer Services Officer by fax on 020 7361 4239 or by letter or email)
  • Special events
  • Road works
  • Storing plant and materials
  • Filming (please phone the council's Film Office before booking the suspension)
  • Temporary structures
  • Cleaning work
  • Mobile workshops

We do not grant suspensions for cars, people carriers, four-wheel-drive vehicles or minibuses.

Resident parking signIf the suspension is within a controlled parking zone where resident parking bay controls apply from 8.30am to 1.30pm on Saturdays, the suspension will start at 8.30am and finish at 1.30pm on Saturdays.

If the suspension is within a controlled parking zone, where resident parking bay controls apply from 1pm to 5pm on Sundays, the suspension will start at 1pm and finish at 5pm on Sundays.

Builders' vans using the suspended bay to carry equipment being used at the site, or to deliver materials, will where possible, be positioned on the nearest pay-and-display bay. This is to reduce the amount of inconvenience caused to resident permit holders. You must give the vehicle registration on the application form before we can process it, or you may receive a Penalty Charge Notice.

Vehicles moving domestic or office furniture can do so without applying for a parking suspension, if a parking space is available. This does not mean that you can block the area off. You can also stop your vehicle on single yellow lines as long as it is not causing an obstruction. The unloading and loading must be taking place continually, or the vehicle will be liable for a Penalty Charge Notice as it will be parked illegally.

The types of parking places that can be suspended are:

  • resident parking bays
  • pay-and-display bays
  • certain motorcycle bays
  • disabled persons' bays, diplomatic and doctors' bays, but only if it's absolutely necessary.

How do I apply for a suspension?

We do not accept applications over the phone. We require:

  • five full working days notice, in writing, to suspend a resident, diplomatic, numbered disabled bay, car club or doctor's parking bay
  • two full working days notice, in writing, to suspend a pay-and-display or blue badge disabled bay

We need the following period of notice to suspend a resident, diplomatic, numbered disabled bay, car club or doctor's parking bay:

Day we must receive your application (before 3pm) Day of the suspension

Tuesday  The following Monday
Wednesday The following Tuesday
Thursday The following Wednesday or Thursday
Friday The following Friday

We need the following period of notice to suspend a pay-and-display or a blue-badge disabled parking bay.

Thursday The following Saturday, Sunday or Monday
Friday The following Tuesday

Longer notice is required if you are applying for a suspension for filming. Please contact the Film Office first or email filmoffice@rbkc.gov.uk. See the Film Office web page.

Please note: A bank holiday is not counted as a working day, so you will have to give an extra day's notice.

We will send you a confirmation letter when we have approved the suspension. Please keep this letter safe as it will have details of the suspension and phone numbers you might need if vehicles are illegally parked in the suspended bay or bays.

If we receive any complaints about the way a suspended bay is being used, we will investigate them fully, and we may withdraw the parking suspension.

If you have booked a suspension, you must send us a fax about any changes to your booking immediately.

How much does a suspension cost?

From 7 April 2009 a suspension costs £26 for each space, every day. For example, if you want three spaces for two days it will cost £26 x 3 spaces = £78 x 2 days. Each space is about 16 feet (or five metres) long. You will need to pay this fee when you apply for a suspension.

Note: An administration fee will be charged if you cancel the suspension before it starts and where the signs have already been erected. For further information on charges go to 2009 charges for skip permits, licences, dispensations.

We charge a fee for suspensions in line with the Local Authorities (Transport Charges) Regulations 1998. This fee covers our costs to provide the suspension service, but does not include the cost to enforce the suspension. Even if you have booked a suspension, it does not mean you can use one of our parking attendants or removal crews.

In addition to the suspension charge, each film related parking request exceeding four car spaces will be the subject of a Parking Handling Charge from the Borough Film Office of £60.

How do I apply to extend my suspension?

  • Write to, or fax, our customer services section. We must receive your written request by 3pm on the working day previous to your suspension running out.

If you don't extend your suspension before it runs out:

  • the bay or bays you wanted to suspend will be available to the public again; and
  • we will treat your request as a new application and will need at least five or two working days' notice to carry out your suspension, depending on the type of bay.

You need to pay the extra suspension fees when you apply for an extension.

If you have suspended a parking space and you finish using it early, you must confirm that to us by fax). If you are entitled to a refund, we will send it to you. We only pay refunds for whole days.

If you have only used the suspended bay for part of the day and you no longer need it, please contact us by fax so that we can lift the suspension as soon as possible. This is to reduce the amount of inconvenience caused to resident permit holders.
