Overview and Scrutiny Committees (OSCs) carry out wide-ranging reviews of local services and make recommendations for improvements. They also play a critical role in holding the Cabinet and its Members to account and challenging their decisions where necessary. Scrutiny is not confined to looking at Council services - for instance, it has important powers to scrutinise the Health Service bodies.
