Overview and Scrutiny in the Royal Borough

About Overview and Scrutiny Committees

Overview and Scrutiny Committees (OSCs) carry out wide-ranging reviews of local services and make recommendations for improvements. They also play a critical role in holding the Cabinet and its Members to account and challenging their decisions where necessary. Scrutiny is not confined to looking at Council services - for instance, it has important powers to scrutinise the Health Service bodies.

Aims

OSCs aim to add value to the Council's services by:

  • Reviewing the Council's policy implementation and performance and making recommendations
  • Scrutinising Cabinet decisions (set out in the Forward Plan) to ensure they are soundly based
  • Assisting the Council's policy development by examining issues and proposing options.

The OSCs do this by:

  • Bringing to bear the expertise and local knowledge and experience of OSC members
  • Hearing from and questioning the Council's officers
  • Drawing on evidence from outside the Council, including expert advisers and witnesses. Scrutiny needs the help of local people, service partners and community groups to ensure the Council delivers effective services.

Members of the public are welcome to attend these meetings, unless any confidential matters are being discussed, and can speak with the prior agreement of the Chairman.

What OSCs do not deal with

Scrutiny does not deal with individual queries, concerns or complaints. If you are not satisfied with a service you have received from us then please use the Council's official complaints procedure. You can email committees@rbkc.gov.uk or phone 020 7361 2477 for a copy of the complaints leaflet.
