The Business Rates 2009/10 Deferral Scheme
The Government has announced on 31 March 2009 that businesses will be allowed to defer the payment of a proportion of the increases in their 2009/10 business rates bills until 2010/11and 2011/12.

National Non-Domestic Rates (NNDR), also known as Uniform Business Rate, is the Government's tax on business properties.
Local Authorities collect Business Rates on behalf of the Government, and the Government then redistributes the total amount collectable, as part of the Annual Formula Grant settlement.
For 2009/2010, businesses in Kensington and Chelsea are expected to pay £216.6 million in Business Rates, of which the Royal Borough will receive £84.8 million. The gross annual bill is calculated by multiplying the rateable value of the property by the appropriate rate multiplier, which is set annually by the Government.
For 2009/2010 there are two multipliers, one for certain businesses that qualify for Small Business Rate Relief, that is 48.1 pence, and one for businesses that do not qualify for Small Business Rate Relief that is 48.5 pence. The net rates bill may differ if you qualify for a relief or an exemption (further details are shown on the explanatory notes accompanying your bill).
As at 1 April 2009 there were 7,921 business rate properties in the Royal Borough, with a total rateable value of £488 million.
