The Council would not usually raise this issue. Only in limited situations – such as the provision of retail uses – does the planning system normally assess the need for development. But this case is different because redevelopment would be highly disruptive to more than 500 families. We need to make sure, therefore, that there is a clear justification for any proposals. In addition, redevelopment may involve assets owned by the Council: Athlone Gardens and the Venture Centre. The Council will expect the developer – Kensington Housing Trust – to produce a compelling case as to why the Council should allow the use of Athlone Gardens or the Venture Centre to facilitate any redevelopment.
Owing to the sensitivity of the scheme, Kensington Housing Trust will need to provide evidence that redevelopment, instead of renovation, is the best way forward. The Council’s Public Realm Overview and Scrutiny Committee will examine this evidence, balancing the benefits and disbenefits of any redevelopment proposal. Residents and local organisations, as well as the Kensington Housing Trust, will be able to present evidence to the Overview and Scrutiny Committee’s Sub-Group.

The meeting is open to the public and you are invited to attend and hear all the arguments. The meeting will be structured so that the Sub-Group can carefully consider all the information being presented. They will hear evidence from Kensington Housing Trust, independent consultants and local residents. You may feel that you want the Sub-Group to consider additional things that affect you as a resident of the Estate or as a neighbour. In this case you may wish to address the Sub-Group yourself.

The Council received a petition in April 2008 about the future of Athlone Gardens. This petition was signed by 410 people who stated their objection to the relocation of the park and its reduction in size. The Council formally responded to the lead petitioner last month, addressing all the points which were raised.
The consultation of this planning brief was carried out earlier this year (3 June – 14 July 2008), and raised crucial questions about the future of Wornington Green Estate and its potential redevelopment.
