Local Strategic Partnerships

Developing a Local Strategic Partnership, Community Strategy and Neighbourhood Renewal Strategy in Kensington and Chelsea

The Local Government Act 2000 introduced a programme of reform to strengthen the links between councils and local people.

As a result the Council replaced its system of committees with a new leader and cabinet structure with Overview and Scrutiny Committees in July 2001. 

Another requirement of the Act is for the Council to join with others to form a "Local Strategic Partnership" (LSP) and to prepare a Community Strategy. A Neighbourhood Renewal Strategy must also be prepared in order to attract Neighbourhood Renewal funding.

What is an LSP

According to the Government a Local Strategic Partnership is a single body that provides an overarching framework within which specific partnerships operate. In other words it is the joining together of organisations to tackle the issues that matter most to local people, such as crime, education, jobs, health and housing.

The Government expects that every local authority area should be covered by an LSP that brings together the public, private, business, voluntary and community sectors to identify the top priorities of the community and to work with local people to address them.

The Government does not specify the geographical boundaries of LSPs, but they are encouraged to involve a combination of local, sub-regional and regional organisations.
