Electrical vehicle parking and charging
Charging points available at the Town Hall car park
In 2007 the Council signed the Nottingham Declaration and
committed itself to cutting carbon emissions. To help local
residents and others to reduce their carbon emissions, the Council
is providing charging points for electric vehicles in the
Kensington Town Hall Car Park, in Hornton Street.
Electric vehicles, for charging purposes, are defined as wholly
electric cars and mopeds. The discount does not apply to hybrid
vehicles.
Do I have to be a member of a scheme?
No, membership is not required.
Where are the charging points?
The entrance to the Hornton Street car park is to the rear of
the Central Library. The charging points are located on level
B2.
What are the tariffs?
You may park for free in the charge bays for a maximum of three
hours. During this period a * fee of £1 will be applied to cover
electricity. Normal tariffs apply thereafter. For a list of the
tariffs see below:

How does it operate?
- Enter the car park and take a ticket from the entry barrier, as
you would normally; this will rise to let your vehicle into the car
park.
- Park in any of the available electric bay positions (there are
currently six available).
- Go to the kiosk prior to charging.
- A parking attendant will collect a few details from you
(vehicle registration, time of arrival, bay number and date) and
provide you with an information slip.
- Return to your vehicle and use the power lead provided by the
vehicle manufacturer to connect to one of the available
sockets.
- Electric mopeds: if you have an electric moped please use bays
5 and 6 if these are available.
- Once your vehicle has been charged, you must stop at the
parking kiosk and get your ticket re-coded by the attendant to get
the discounted rate.
- Pay for your car park stay at the ticket machine.
Will the Council be providing on-street parking concessions or
charging?
No. On street parking concessions are not envisaged. This is
because, although electric cars produce no emissions at the point
of use, they still require considerable CO2 production
(by way of electricity generation) and take up road space.
In the hierarchy of sustainable modes of transport, the Council
believes that walking, cycling and public transport, for example,
are more efficient and sustainable.
Though the Council will not be providing electric vehicle users
with on-street electric charging, we are monitoring trials in other
parts of London.
Terms and conditions
- bays are provided on a first come first served basis.
- a flat fee of £1 will be applied during your stay to cover
electricity.
- you may park for free in the charge bays for a maximum of 3
hours normal tariffs apply thereafter (please see tariff notices in
bays)
- discounted tariffs for electrically propelled vehicles
do not apply when parked in any other part of the
car park - electric vehicles parked in any other part of the car
park will not receive a discount
- please note that electric vehicles, for charging purposes, are
defined as wholly electric cars and mopeds - the discount does not
apply to hybrid vehicles (vehicles are deemed wholly electric if
they can be plugged in and charged - however if the attendant
is not sure a vehicle is electric you may be asked to show that
your car has a socket instead of a fuel tank)
- the Council reserves the right to change these conditions
