Supplementary Planning Documents (SPD) and Supplementary Planning Guidance (SPG)

Supplementary Planning Documents (SPDs) and Supplementary Planning Guidance (SPGs) elaborate on, and must be consistent with, the Council’s planning policies in Development Plan Documents or planning policies in the Unitary Development Plan.

Supplementary Planning Documents are capable of being a ‘material consideration’ in determining planning applications, but afforded less weight than the Development Plan policies. The Council no longer produces SPGs, as SPDs are now produced to form part of the new Local Development Framework.

SPDs currently being prepared and consulted upon

The Royal Borough of Kensington and Chelsea (RBKC), London Borough of Hammersmith and Fulham (LBHF) and Mayor of London (GLA) are producing a planning framework for the Earl’s Court and West Kensington Opportunity Area. The framework will help guide development within the Opportunity Area and will be taken into account in deciding planning applications. It will supplement planning policies in the two boroughs’ Development Plans and in the London Plan.

As a step on the way to producing the framework, we have produced the Earl’s Court and West Kensington Opportunity Area Draft Joint Supplementary Planning Document. It is called a ‘draft’ planning document because it is not finalised – we are asking for people’s views on it first, and there is a lot more work to do before it is completed and adopted.

We held a first period of public consultation between 11 March 2011 and 26 April 2011 for you to give us your views. We will take them into account in developing the planning framework. There will be another round of consultation in the autumn this year.
