| Description | Under-Secretary of State for the Home Department Jesse Collings (1831-1920) is depicted as an elderly and dishevelled man walking down a flight of house steps. A footman dressed in livery looks on from house front door, clutching a sheet of paper headed 'OLD AGE PENSIONS PETITION'.
