| Description | Henry Campbell-Bannerman ( 1836-1908) hangs on the long plaited hair of a Arthur Balfour (1848-1930) who is depited as a Chinese gentleman leaning out of a window above a door on Downing Street. A paper with the title ‘CHINESE LABOUR ORDINANCE 1904’ has fallen out of the Balfour's hand as he struggles with the weight of Campbell-Bannerman. |
