Description | The Prime Minister Arthur Balfour (1848-1930) depicted as a circus animal trainer with a whip faces a line-up of animals as he balances on a see-saw that is weighed one end with a bag labelled '£400,000 PER ANNUM/ SOUTH. AFRICAN GARRISON'. The line of animals representing the colonies consists of a 'CANADIAN' beaver, an Australian Kangaroo holding a sign that reads 'ADVANCE AUSTRALIA' and a Indian tiger. |
