Bi-borough Inclusion Service
We support children and young people with SEND, their families and schools. Our service works with children with SEN or those who have relevant support specified in their Education, Health and Care Plan and whose needs affect their school engagement. We offer guidance on children and young people with autism, deafness and vision impairments, occupational therapy needs, speech, language and communication needs and general inclusion. Our service advises schools so that school staff and the school environment can better support children with SEN. We will meet with your school to understand the needs of the child and offer a package of support which may include:
•SEND training and consultancy for schools.
•Support in embedding whole school approaches e.g. (Social Communication, Emotional Regulation and Transactional support (SCERTS), Autism Level Up, Communication Supportive Toolkits).
•Support for parents/ carers and siblings of SEND children/young people.
•Advice on ways to support children and young people with a range of different needs.
•Sharing and signposting to available resources and other specialist services.
•SENCO Forums, support and coaching.
•Facilitating events for school staff and parents.

Cost: Bi-borough Inclusion Service provides free advice, support and bespoke training to maintained nursery, primary and secondary schools, colleges and academies in Kensington and Chelsea and Westminster (the Bi-borough).
Our offer of support to independent schools and settings outside of Kensington and Chelsea and Westminster is chargeable and dependent on capacity being available.

Ormiston Primary Outreach
We support primary aged children who are struggling to engage at school or require help with their transition from primary to secondary school. Support is provided to schools at individual pupil, group, or whole class level, from reception to year 6.
We have specialist teachers and experienced staff who will provide:
•consultations for school staff and teaching assistants
•classroom observations to provide helpful feedback
•advice and strategies to support pupils

Referral information:
1.A partnership agreement between schools and the Primary Outreach Team should be in place first. Contact [email protected] if you do not have an agreement.
2.Parent/carer consent must be obtained by the school for all individual referrals.
3.The class teacher completes the online referral form with the SENDCO/Inclusion manager: OATnet – Outreach
4.The referral should be signed by the head teacher or a member of the Senior Leadership Team.
*For children who have an Education, Health and Care Plan or a formal SEN diagnosis the referral form requires schools to outline what strategies/ interventions have already been tried and involvement from other relevant services. The school will also be asked to link with the Bi-borough SENDIES to ensure alignment with EHCP requirements.

Targeted Early Help team
We help children, families, and schools improve attendance and engagement in education, especially for those at risk of exclusion. We collaborate with schools and other services to understand needs and provide suitable support to families. This can include linking families to mental health services to improve wellbeing, parenting programmes or other services if required.
The Early Help School Inclusion Team is part of Early Help and provides embedded Early Help practitioners within 11 RBKC schools. Practitioners linked to this service work with schools to understand the school environment and provide tailored support to students and their families.

Referral information
To make a referral to Early Help you can complete an online form -only referrals for statutory school attendance concerns can be accepted without prior agreement from the parent(s) however it is still best practice to seek agreement. Participating schools can link with their embedded worker.

School attendance advice
Our Statutory School Attendance Manager can provide advice on school attendance concerns, including whole school attendance matters. We support all schools to meet the requirements of the ‘Working together to improve school attendance’ government guidance. We support schools by:
•Responding to attendance queries and concerns regarding a child’s attendance.
•Working with schools and families where there are attendance concerns.
•Providing attendance consultations for schools to discuss any issues and actions to take. •Early Help provides support through Team around the school (TAS) meetings with key services.
•Providing training for schools to support with attendance monitoring and recording processes.
•Developing plans for schools to improve and promote attendance.
•Sharing latest attendance guidance and policies.
•Reviewing school policies and procedures. Supporting with Fixed Penalty Notice referrals.

All Child
AllChild deliver an Early-Intervention Link Worker programme to improve children and young people’s literacy and numeracy, school attendance and engagement as well as wider social and emotional experiences. AllChild will work with participating schools to identify children who are at risk of poor outcomes. Factors considered during identification process include social emotional wellbeing, attendance, deprivation, levels of parental involvement, attainment and SEN. Once the children are identified they will participate in a 2-year programme where an AllChild link worker will:
•Use strategies to address attendance and exclusion risks.
•Develop individual support plans for children.
•Arrange support for children from a range of local organisations and specialist charities.
•Deliver activities to improve attainment as well as social and emotional outcomes.

Referral information
1.Schools will need to purchase places to participate in the Early-Intervention Link Worker programme. To learn more about the process to sign up please contact AllChild directly on [email protected] . The intake for new cohorts are decided in the second half of an academic year to begin delivery for the following new academic year.
2.Once you are a participating school AllChild will deliver interventions for each cohort for 2 years.
