Director of Education - Ian Heggs
As Director of the Bi-Borough Education Service, Ian manages teams working to raise standards across education, support children and young people with special educational needs and/or disabilities (SEND) and ensure there are sufficient school places across Westminster & Kensington and Chelsea.
Assistant Director Education, School Standards and Early - Shelley Duffy
Shelley is responsible for managing the Bi-Borough School Standards Service which monitors the performance of nurseries, schools and colleges, and delivers high-quality support to ensure excellence is maintained across the two boroughs.
Assistant Director Education, SEN and Admissions – Julie Ely
Julie is responsible for managing the SEN Service and Educational Psychology teams. She works to improve the quality of services available locally for children and young people with SEND and their families.

Co-Principal Educational Psychologists – Sara Darchicourt and Natalie Fletcher
Sara and Natalie are responsible for leading and managing the Westminster and Kensington & Chelsea Educational and Child Psychology Consultation Service (Bi-Borough Children’s Services). They and their team have a core statutory role around education, health and care psychological advice. The service aims to provide a high-quality psychology offer to all children, young people, their families and those that work with them, especially to those with additional barriers to their learning and development, including mental-health and well-being.

Head of the Local Offer & SEN Outreach – Steve Comber
Steve oversees development of the SEND Local Offer, working with children and young people with SEND, their families, and related professionals, to ensure that our service offer grows in range and quality. Steve is also responsible for our SEN Outreach Offer, ensuring that children and young people have access to specialist support in areas such as autism and sensory impairment, and providing training and support to schools and settings to ensure they are able to meet a range of needs.
