Kensington & Chelsea school starter and leaver returns to the local authority

It is a legal requirement for all schools to notify the maintaining local authority of all new starters and leavers to their school or alternative education provision. This does not include pupils starting at the school at the first point of entry in reception or Year 7 or leaving Year 11. Kensington & Chelsea schools are no longer required to submit new starter returns but must submit in year leaver returns. This is essential information needed to assist the Local Authority with promptly identifying and locating suspected Children Missing Education. As such, this notification requirement remains effective.
- Bi-Borough State Schools must continue to notify the Local Authority of a pupil leaving school. Please ensure the leaver return form is completed within 5 days and send securely via LGfL Document Exchange. This does not apply to pupils leaving school at standard transition points (Year 6 and Year 11). Any enquiries you have concerning leavers should be emailed to [email protected].
- Bi-Borough Independent Schools must continue to notify the LA of both starters and leavers securely via S2S or encrypted email to [email protected]. Please ensure the starter and leaver return form is submitted within 5 days of a pupil starting or leaving the school outside of standard transition points.
Please note removal from roll following 20 days of absence only applies if the whereabouts of a child is not known, the school must notify Children Missing Education [email protected] and ensure all reasonable enquiries have been made to locate the child.
If the child continues to reside at the same address but has been absent for more than 20 days without reason, the child must not be removed from the school roll. The school must liaise with Kensington & Chelsea Early Help service as an attendance matter [email protected].
