Construction site enforcement

To report a possible breach of construction site regulations, such as work taking place outside permitted hours or deliveries that do not comply with planning permission, you must provide evidence. Any evidence you submit may be used in legal proceedings.

Evidence can be photographs or videos that are timed and dated. These must demonstrate beyond doubt, that an enforcement breach has occurred.

For example, to report a construction vehicle entering the site out of the agreed hours, the photo or video must show the registration plate of the vehicle and vehicle entering the site. If you cannot capture this evidence in a photo or video, you will need to ask the driver and record their verbal confirmation.

If needed, anyone who submits evidence may be asked to provide a witness statement or give evidence in court as part of the prosecution case.

The Construction Management Team

The Construction Management Team was created on 1 April 2019 to improve how we manage construction sites. The team brings together officers from Planning, Environmental Health and Highways Enforcement to take a joined-up approach to construction site regulation. This helps ensure construction activity complies with our requirements and is managed consistently across services.

Our revised 2019 Code of Construction Practice has introduced the Construction Bond. The scheme requires particular categories of construction work to pay a bond fee to cover the cost of any monitoring that is required.

Permitted hours for noisy construction work

Works that are audible beyond the site boundary are permitted during the following times:

• 8am to 6pm, Monday to Friday

Specific high impact activities of demolition and concrete-breaking works, which are permitted during the following times:

• 9am to noon and 2pm to 5.30pm, Monday to Friday

No noisy work that can be heard outside the site boundary is allowed on Saturdays, Sundays or public and bank holidays, unless we have given written permission in advance.
