Developing a Housing Strategy using a consultation and accountability approach
Overview
In 2025 we ran a Housing Strategy consultation to give residents a voice in shaping local housing policies.
A small team led the process and worked within limited resources.
To gather feedback, the team used several engagement methods, including:
- attending established meetings such as the Tenant Consultative Committee, Resident Reference Group, Youth Council and Action Disability Kensington and Chelsea.
- running three focus groups with Citizens Panel members and other interested residents (23 participants in total)
- launching an online survey, which received 74 responses
- publishing an easy-read version of the consultation report to improve accessibility
- speaking to residents at local events and public spaces, though this was difficult as many people had limited time and other priorities
Strategy and priorities
The Housing Strategy for 2025 to 2030 sets out our vision and priorities. It draws on lessons from Grenfell to improve safety and housing options.
The strategy focuses on three areas:
- increasing the supply of housing to help residents find stable homes
- ensuring homes meet the Decent Homes Standard for safety and quality
- providing reliable housing and landlord services.
Accountability and next steps
Resident feedback led to changes in the final strategy. This included a clearer section on accountability.
We'll now commit to:
- Publishing an annual progress report. The report will summarise achievements and challenges and outline next steps.
- Improve future consultations by improving how we track participation. We will also continue efforts to reach groups that are less likely to engage.
