Future Grenfell Support consultation with the immediate community
The Future Grenfell Support consultation was a multi-phase engagement process.
Led by the Grenfell Partnerships team, it aimed to design three new programmes funded by the Global Settlement Agreement.
The programmes are:
- personalised support for bereaved people and survivors
- support for the immediate local community near the tower

an education and training support programme for bereaved people, survivors and the immediate local community
These programmes are being delivered over four years, from 2024 to 2028.
The consultation ran from September 2023 to April 2024. The team worked with bereaved people, survivors and the immediate community to co-design the programmes using trauma-informed and restorative approaches.
Community consultation structure
The team structured the community consultation in four phases:

used online and printed surveys, drop-ins, door knocking and workshops to understand what people needed

played back findings through community workshops to confirm insights

explored options by presenting costed models and gathering preferences

refined the model through workshops and short surveys to finalise delivery plans
Engaging the community
For the engagement with the community, methods included:
- weekly drop-ins in various community locations close to the tower
- four to five community workshops
- door knocking and translated surveys available in 9 community languages
- online and printed surveys with long and short versions available
Community feedback
Over 650 residents shared their views across the four phases.
Key themes from the community feedback included:
- ongoing challenges living in the area close to the tower
- importance of support with wellbeing, housing and health issues
- a need for culturally sensitive, trauma-informed support
- Desire for transparency and community-led decision-making
- Challenges in engaging residents due to ongoing trauma and lack of trust in the Council
The team kept participants informed through:
- email updates
- shared documents using Linktree
- regular communications
A steering group of residents met every fortnight from June to December 2024. This helped finalise implementation details, including eligibility for the support and communications.
The External Scrutiny Team scrutinised the consultation. This team included the not-for-profit organisations Involve and Collaborate CIC.
Their involvement provided continuous oversight and challenge during the seven month consultation. They encouraged our Grenfell Partnerships team to:
- use established community participation
- use of restorative approaches
- work at a more inclusive pace
This was to give people time to get involved in the way that worked for them.
The External Scrutiny Team (EST) scrutinised the work. The EST was satisfied that it was an effective and trauma-informed consultation. They acknowledged the steps taken in restorative practice.
Next steps
We're continuing ongoing engagement through an Operations Steering Group launched in March 2025. This ensures community voices remain central to delivery.
A review of the programme took place from August to November. This helped gather residents’ views on the programme. It also helped shape the changes to put in place in the second year of the programme.
