Licensing Reviews
Important: read this guidance before downloading the application form.
You can apply to review a premises licence if it is not meeting the licensing objectives. For example, repeated noise late at night may cause disturbance and fail to prevent public nuisance.
Who can apply
The following can request a review:
- ‘Responsible authorities’ (such as the Police, Fire Authority, and Noise and Nuisance Team)
- people who live, work or run a business in the area and are affected by the premises
What you must show
Your application must explain how the premises is not meeting one or more of the licensing objectives:
- prevention of crime and disorder
- public safety
- prevention of public nuisance
- protection of children from harm
What happens next
- We will advertise the application by placing a notice (A4 or larger) at or near the premises
- A notice will also be displayed at the Town Hall and published on our website
- If you are signed up to email alerts, you will be notified of relevant applications
Responsible authorities and other affected people can submit comments within 28 days of the application.
Hearings and decisions
A hearing will usually be held by the Licensing Committee, unless everyone agrees on the outcome and a hearing is not needed.
The Committee can:
- take no action
- issue a warning
- change the licence conditions
- remove a licensable activity
- remove the designated premises supervisor
- suspend the licence (for up to 3 months)
- revoke the licence
Changes can be temporary or permanent, depending on the evidence.
All decisions must relate to the four licensing objectives and follow national guidance and our Statement of Licensing Policy.
The same process applies to reviews of Club Premises Certificates.
