Role of the independent scrutiny function

Background

The Council was asked to lead the consultation on the future Grenfell support and to coordinate the delivery of the new programme of support by lawyers acting for the claimants in the civil claims process.

The Council also agreed that the External Scrutiny Team (EST) should be appointed to provide independent scrutiny of the council-led consultation and to develop future monitoring and scrutiny plans for the new support. This was designed to ensure bereaved, survivors and the immediate community that the design of the new support and use of the funding would be managed properly and fairly and would effectively meet their needs.

Independent scrutiny function

As part of their role to design and set up ongoing monitoring and scrutiny arrangements, the External Scrutiny Team finalised a set of recommendations for ongoing monitoring and scrutiny of the Grenfell support.

One of the recommendations was for the Council to appoint an independent scrutiny function to oversee scrutiny of programme delivery. Find out more about how this role was developed.

We are now seeking expressions of interest from qualified organisations to establish and deliver the independent scrutiny function (ISF) for the Grenfell Support Programme.

The ISF will ensure the programme is delivered transparently, effectively, and in the best interests of bereaved families, survivors, and the immediate community.

Given the importance of independent evaluation in building trust and confidence in the programme, organisations based in Kensington and Chelsea or teams including individuals who are eligible to access the support will not be able to apply.
