Independent scrutiny function (ISF): Expression of interest
Purpose
We are seeking expressions of interest from qualified organisations to establish and deliver the independent scrutiny function (ISF) for the Grenfell Support Programme. The programme includes:
- support for bereaved and survivors
- Grenfell Community Support for the immediate community
- education and training support for bereaved, survivors and the immediate community
The independent scrutiny function will ensure the programme is delivered transparently, effectively, and in the best interests of bereaved families, survivors, and the immediate community.
Given the importance of independent evaluation in building trust and confidence in the programme, organisations based in Kensington and Chelsea or teams including individuals who are eligible to access the support will not be able to apply.

Process and timeline
- Launch date: 3 March 2025
- Deadline for submissions: 23 March 2025, 11.59pm
- Final selection and notification: 31 March 2025
- ISF start date: April 2025
Submission requirements
Interested organisations must submit a written response, no more than six pages of A4 in length, addressing the specification and areas below:
- organisation overview: name, contact details, and key personnel involved
- relevant experience: demonstrating work in scrutiny, community engagement, and restorative practice, including awareness of the broader context
- proposed approach: how the organisation will deliver the ISF’s key responsibilities
- budget and resources: summary of how the funding - £550k to £575k over four years - will be allocated, by year and by activity
