Our 2027-2032 strategy

The Royal Borough of Kensington and Chelsea and Westminster City Council are developing a new Libraries & Archives Strategy for 2027–2032, and we want residents to help shape it.

Libraries and Archives are important local services that sit at the heart of our communities. They provide welcoming spaces where people can read, learn, use computers and access printing services, find information, take part in activities, explore local history and connect with others.

They also support literacy, digital inclusion, health and wellbeing, community life, and access to other council services. We know these services matter to many people, and we want to understand what residents value most.

At the same time, both councils are facing significant financial pressures. This means we need to think carefully about how library and archive services are provided in the future, how resources are used, and how we keep services sustainable, relevant and responsive to changing needs.

We want to hear from residents, community groups and partners about what is working well, what is not working, what could be done differently, and what kind of Libraries & Archives service will be needed over the next five years.

We are particularly interested in hearing about the services and spaces people use most, any barriers that make it harder to access them, and ideas for how Libraries &Archives can continue to make everyday life easier, fairer and more connected.

Your feedback will help us create a strategy that is realistic, ambitious, sustainable and rooted in local need. It will also help us make informed decisions about the future of Libraries & Archives across Kensington and Chelsea and Westminster.

Join a community forum

Alongside the survey, we will be hosting a series of community forums across Libraries & Archives locations. These sessions will provide an opportunity to discuss ideas, ask questions and share feedback directly with the team developing the new strategy.
