NCIL changes mean good ideas don’t have to wait

Residents and community groups can now shape their neighbourhoods with NCIL by applying for funding all year round.

Previously, applications for NCIL – short for Neighbourhood Community Infrastructure Levy – could only be made during two six-week windows. From September 2026, there is no need to wait for the next funding round as applications can be made whenever a project is ready, with decisions made on successful projects every six months.

NCIL uses money from certain new developments to fund practical improvements that benefit local communities. More than 250 projects have received funding since 2021, including cycle hangars, community gardens, Christmas lights and traffic calming measures.

What is NCIL?

NCIL is money generated when certain new developments are built in Kensington and Chelsea. Some of that money is set aside to pay for improvements that benefit local communities.

The amount of funding available varies between wards, as it depends on development in each area. Ward councillors make decisions about which projects receive funding.

Cllr Johnny Thalassites, Lead Member for Resident Services, Planning and Enforcement, said:

 

“If you’ve ever walked past somewhere in your neighbourhood and thought of a way to improve it, NCIL could bring your idea to life.

 

“It might be a plan for a safer crossing, secure cycle parking, Christmas lights or a community space that needs freshening up. Residents know their areas best, and we want to help turn their good ideas into practical improvements that everyone can enjoy.

 

“And because those ideas don’t always arrive within a six-week window, we’re now welcoming applications all year round. Whenever inspiration strikes, we’re ready to hear about it.”

NCIL can support a wide range of practical projects, including:

  • Community gardens
  • Cycle hangars
  • Safer crossings, traffic calming and pedestrian improvements
  • Benches and improvements to streets and parks
  • Christmas lights

Projects need to benefit the wider community and meet the NCIL funding criteria.
