Appealing a fixed penalty notice 

Right of appeal

There is no legal right of appeal to a fixed penalty notice. You can query an FPN in the form of a ‘representation’. 

Reasons for making representation 

These reasons are not grounds for a representation: 

  • you did not know the law was being enforced 
  • it was the first time you committed the offence 
  • you have always done this and never received a penalty or warning before 
  • someone else committed the offence 
  • no signage or bins 
  • you believe the officer issuing the FPN was rude or did not behave appropriately 

In order for your representation to be considered, you will need to provide the fixed penalty notice reference number.

If the reference number on your FPN is a 9 digit number, it has been issued by Kingdom Local Authority Support. Visit: 

Street Enforcement Team 

The FPN reference number will be the letters OF followed by a four or five digit number, for example, OF12345. Email your representation to Street Enforcement Team:

Include your name, FPN reference number and any other information you feel is necessary.
