Pay a fixed penalty notice
The Street Enforcement Team keep the borough cleaner, greener and safer. The council also has a statutory duty to keep highways and land clear of litter and refuse. Offences can be dealt with by issuing a fixed penalty notice.
A fixed penalty offers an financial way to clear your liability for the offence. It is an alternative to prosecution. You may choose not to accept and pay a fixed penalty, and choose instead to defend the case in court, at the risk of being liable for a potentially higher penalty, or conviction, and criminal record.
FPN issued by Kingdom Local Authority Support
A nFPN issued by a Kingdom Local Authority Support officer will have a 9 digit reference number. Make a payment.
FPN issued by Street Enforcement Team
An FPN issued by the Street Reinforcement Team will have a reference OF followed by four or five digits, for example, OF12345. Payment can be made as detailed below.
How to pay

Payment should be made to the Royal Borough of Kensington and Chelsea electronically by the Bankers Automated Clearing Services (BACS).
Your reference number
State the reference KCCW013/OFxxxx (xxxx should be replaced by the FPN reference, (this could be either a four or five digit number) when making payment. This number will be on your fixed penalty notice or on your reminder letter.
Not doing so may result in further action being taken due to non-payment.
