Tackling and reporting antisocial behaviour
Report to the Council
If you witness or are a victim of antisocial behaviour (ASB) you need to report this directly to your housing provider.
Report to our housing management team:

Report to the police
Report any criminal behaviour to the police immediately, especially if you do not feel safe:
- telephone 999 or text phone 18000 if it is an emergency
- if it is not an emergency, or the crime has already happened, telephone 101 or text phone 18001 101

Processing your report
We understand that reporting antisocial behaviour can be difficult, so we aim to make the process a simple as possible for you.
Once you have made a report:
- it will be formally recorded
- you will be contacted between one and five working days, depending on the nature of behaviour you’ve reported
- we will begin to investigate your report, including:
- interviewing you
- assessing any risks
- agreeing an action plan which focusses on a harm-centred approach, considering any support needs you may have
A harm-centred approach means prioritising the harmful effects of the behaviour and working to eliminate them (as opposed to focusing on punishment).
How you can support the investigation
It is important that you keep a record of everything happening and report it to the investigating officer. Ensure that you are making a note of the date, time, and place that all incidents take place.
Victim support
Neighbourhood management will make every effort to support residents who are affected by ASB. We can provide:
- referrals to Victim Support, or the Council’s hate crime officer
- community safety target hardening, which will assess and advise on additional security measures at a complainant/victim’s home
- emergency temporary accommodation
- additional communication services such as Braille, British Sign Language, or translation services

Your mental health

Community Safety Team
Our Community Safety Team are also here to help. Once you report ASB to your housing provider, and they have investigated, if you are not happy with the outcome or how the case has been managed. you can contact the Community Safety Team for help and support.
The Community Safety Team can conduct ASB case reviews. Case reviews are designed to give victims and communities a say in the way that their complaints of antisocial behaviour are dealt with.
To trigger a case review, you will need to have reported three complaints in the last six months.

Available support
Actions we can take to support you to resolve the problem include:
- mediation: this can help neighbours understand the other person’s behaviour and help communicate the impact that the behaviour is having.
- nuisance: if you’re affected by nuisance from a neighbour, we can look at the impact this is having and refer you to agencies that may be able to support you:
- if you already have support agencies involved, we will work with them to agree the best way to support you.
- good neighbour agreements are non-legal agreements which identify the nuisance behaviour and agree actions to stop it continuing.
