Welcome to Local Safeguarding Children Partnership for Kensington and Chelsea and Westminster. Safeguarding children is everyone's responsibility. Through these pages we want to encourage the widest possible participation in the work of the Local Safeguarding Children Partnership.
Making children safer
The Local Safeguarding Children Partnership for Kensington and Chelsea and Westminster is here to make a difference to the safeguarding and welfare of children and young people in the two boroughs. Whether you work for one of our safeguarding partners - local authority, police or integrated care board - a relevant agency, or any organisation that has contact with children and their families, this information for you.
Safeguarding arrangements
Our safeguarding arrangements set out how safeguarding partners will work with relevant agencies to safeguard and protect the welfare of children in the area.
LSCP Executive
The statutory safeguarding partners have equal and joint responsibility for local safeguarding arrangements. The leadership role of the safeguarding partner is based firmly on the notions of authority to act and the accountability for action taken.
Lead representatives of the statutory safeguarding partners have regular meetings with the LSCP Independent Scrutineer in order to seek assurance and make decisions on the following:
- our multi-agency arrangements and the partnership commitment
- key risks within the local safeguarding arrangements and the effectiveness of the partnership in mitigating these
- resources required for the partnership: e.g. financial contributions the budget, contributions in kind, cost of any new and agreed partnership initiatives, e.g. joint training, or innovation in service design
- methods to assess effectiveness of multi-agency practice, for example audits, dip samples, focus groups, etc.
- how independent scrutiny will be utilised.
How we work
The partnership meets quarterly and works together to agree and oversee how safeguarding and child protection services are working effectively together to help keep children and young people safe. We have an independent chair, Ms Aileen Buckton, and members are from local services across the local authorities, health, police, voluntary sector and education sector. We work closely with other strategic partnerships across Kensington and Westminster, including the violence against women and girls partnership the Safeguarding Adults Executive Board, the early help partnerships and the health and wellbeing boards.
The partnership delivers a multi-agency safeguarding children training programme which is open to all staff who work across Kensington and Westminster (charges may apply – please read the terms and conditions). Find out more about our training programme.
LSCP priorities
Our LSCP priorities are currently being updated for 2024-2027. Our previous priorities are:
- reducing the harm from domestic abuse and coercive control
- safer communities: exploitation and serious youth violence
- Covid-19 recovery and the cost of living crisis
- transitional safeguarding, from Children’s Services to adults’ services
The LSCP priorities were developed in consultation:
- with local partners
- at the LSCP Board
- in our subgroup meetings
- in recognition of what children and young people have told us they need
