First purpose-built extra care scheme in Kensington and Chelsea unveiled

We are proud to announce plans to deliver the borough’s first purpose-built extra care scheme, as part of the Lots Road South development - a major step forward in delivering high-quality, supported housing for older residents.

Set to deliver 274 new homes, the Lots Road South development proposes:

  • 65 extra care homes at social rent
  • 53 homes for social rent
  • 156 homes for private sale

If granted planning permission, the new development will also feature a community centre, communal spaces, and flexible commercial areas to support a vibrant and inclusive neighbourhood. A planning application has now been submitted by development partner Mount Anvil following four rounds of public consultation on the wider scheme.

A first for the borough

This marks a major milestone in the Council’s New Homes Delivery Programme and will be the largest extra care development in Kensington and Chelsea to date. The scheme is designed to help older residents - specifically those over 55 and in receipt of home care - live independently in their own flats, with 24/7 on-site care support available when needed.

Unlike traditional care homes, extra care housing offers residents their own self-contained flat, a secure tenancy and tailored support, with staff always on hand to adjust care plans and ensure residents feel safe and supported. All 65 extra care homes are accessible with 10 accessible for wheelchair users.

“It’s about creating homes, not just housing where residents feel safe, respected, and supported without giving up their autonomy. Residents can enjoy the privacy of their own self-contained flats, while knowing that personalised care and support are available on-site whenever they need it.

Design shaped by residents

Throughout the design process, residents played a key role. Special workshops helped shape the extra care homes, ensuring the final plans reflect community priorities.

The new extra care scheme will include a launderette, communal lounge, communal kitchen, communal activities room, mobile buggy/cycle store, an assisted bathroom, and staff facilities.

Staff at the scheme will work together to coordinate activities and support on site, helping to build community spirit and relationships and tackle isolation.

Supporting local needs

We currently offer 81 extra care places across three schemes managed by Octavia. The new scheme at Lots Road South, however, is the first one directly developed by the Council - part of a broader effort to re-provide and modernise extra care following the closure of Thamesbrook in 2015.

Allocations for the new homes will be made through a fair, supportive process, involving social worker assessments and family discussions. The goal is to support people who are:

  • Planning ahead for appropriate housing in later life
  • Returning from hospital and needing extra support
  • Residents can look forward to a safe, well-connected neighbourhood with facilities, green spaces, and services just a short walk away.

It is anticipated that work will start on site in spring next year.
