Planning approval for 274 new homes including the borough’s first purpose built extra care scheme at Lots Road South in Chelsea has been secured, marking a major step forward in the Council’s new homes programme.
Last night’s planning committee approved an application submitted by the Council’s development partner, Mount Anvil for the 274 homes development and extra care housing scheme. The extra care scheme is designed to help older residents – specifically those over 55 and in receipt of home care – live independently in their own flats, with 24/7 on-site care support available when needed.
In total, the scheme will deliver 65 extra care homes at social rent, 53 social rent homes, and 156 private homes. It will also offer a new community square, community centre, Creekside promenade, new trees and landscaped gardens as well as affordable workspace and flexible commercial space, supporting a vibrant neighbourhood in Chelsea and maintaining its character.
The Lots Road South scheme is a key part of our commitment to increase the supply of genuinely affordable homes and meet local housing need.
It is also just one part of our broader vision for the area which includes plans for a new riverside Lots Road open space which, subject to planning permission, will boast seating, a play area, planting, a drinking fountain and ornamental entrance gates on Lots Road. We will also be seeking to improve access to the riverside by extending the Thames Pathway linkages, connecting the community to nature and offering new opportunities for leisure. Opportunities for the replacement and rebuilding of the existing jetty on the riverside area of the new open space are also being progressed.
As well as these improvements, the existing Westfield Park has already started to undergo upgrades with more planned. These include planting, seating and a new water fountain as well as new toilets and a new Changing Place, accessible toilet facility.

“As a result of this scheme, there is quite understandably some concern over the level of disruption during construction and the longer-term impact to residents. We have been working hard with Mount Anvil to ensure we have captured residents’ feedback and have adapted the designs to take into account these comments throughout the process. We will continue to work closely with residents and local community groups as the scheme progresses to do all we can to minimise disruption. We cannot forget that London is in the middle of a housing crisis and this development will help many residents secure a safe and affordable home.”
